As many are astonished concerning you thus: "an outline from a man!" ... "his features mirror the sons of Adam!" Thus he shall startle many nations. Concerning him, kings (rulers) shall shut their mouths because that which was not told to them they shall see and that they had not heard they shall meditate to themselves.
(Literal translation of Isaiah 52:14-15)

RE: Considerations pertaining to U.S. Foreign Policy in Israel promoting a Palestinian State in Judea-Samaria
With the recent death of my father, I’m now able to involve myself more directly in advising – from a strictly spiritual view based on a strict historical-grammatical exegesis of relevant biblical texts – the course of this nation’s foreign policy in Israel. My greatest concern is that our current policy has falsely raised the hopes of Palestinians for a state in Judea-Samaria. Earlier, the quashing of that hope may have played a role in the atrocity of 9-11. (The FBI reported two days after 9-11 that blood money paid to assassinate the late Rabbi Meir Kahane also had been traced to Osama bin Laden. The late rabbi was an advocate of the transfer of the Palestinian population out of Judea-Samaria).
The prophet, Zechariah, alludes to a Palestinian state elsewhere – a CONTIGUOUS region comprising the Gaza, Ashquelon, Ashdod and Ekron plus the adjoining fertile sh’felah. But, as I hope you will consider, the area of Judea-Samaria is set aside for one purpose: to return, reunite and reconcile the non-Jewish descendants of Rachel, who the Bible calls the “House of Joseph” with the Jewish House of Judah.
This is necessary to reconcile a 3,500-year-old enmity between these two families of Jacob that resulted in civil war, alliances with enemies and separate exiles 136 years apart without a reconciliation ever occurring. The Jews have and are allowed to return but the Joes still await an invitation.
My concern is that the northern two-thirds of the proposed Palestinian State in the former “West Bank of the Hashemite Kingdom of Jordan” which it was called for 19 years, effectively takes the birthright of Jacob – the land he gave to the two tribes of Joseph (Genesis 48:22) – and hands it over to the House of Esau. As a fellow student of the Bible, Ms. Rice, I don’t need to tell you of the biblical curses that are landing on America because of this tampering with the birthright of Jacob. Native American spiritual leaders have told me that tampering with a birthright is “the blackest of the black roads.” And I’m sure you are familiar with Genesis 12:3.
Also, a major problem fomenting in the American Southwest can be resolved if our foreign policy in Israel will be redirected toward the end of accommodating the biblical road map. I have recently learned that the Chicano migrating from South and Central America are actually the returning clans of the Hopi Nation, who were told to migrate toward the glaciers, both oceans and as far south as they could go but eventually return to their Homeland in the Four Corners region.
If this is the case, then they likely represent descendants of Laman ben Lehi ben M’nashe ben Yoseif, according to the Book of Mormon – theology aside -- which documents Lamanite assimilation with seven villages of Hopi who buried their weapons and declared a vow of peace (hopi). This means a vast, vast majority of the House of Joseph awaiting return to Israel is massing in the American Southwest.
Since returning to Colorado after the death of my father this past October, I have been named to the board of directors in an advisory capacity of Iglesia de Aztlan (the assembling of Aztlan). Aztlan is the “banner” under which these returning Chicano are receiving spiritual guidance and direction to their ancient Homeland (Aztlan). Many already have “Zion” in their hearts. My aim is to assist them with their eventual return to the inheritance of M’nashe, which is also part of the proposed Palestinian State according to the Road Map.
The other family of the House of Joseph – Ephraim -- according to the Bible and research by Jewish scholars, dwells in the greatest concentration in the “coastlands.” Therefore, as the coming Earth changes inundate coastal regions and as the U.S. tightens its borders, the House of Joseph who will return is shaping up to be a “refugee population.”
True to the prophet Isaiah’s declaration, “Send me your homeless and tempest tossed and Not Comforted …” Not Comforted is an allusion to the House of Joseph’s judgment by the mouth of the prophet Hosea, one of the three judgments that the moshiah was charged with remedying in order to recovenant the Assimilation of Israel with God.
At some point in the negotiations between Israel and the Palestinians, I urge you to modify the Road Map in order to resettle these coming refugees in their ancient biblical inheritances as per Jeremiah 31:15-18.
The Palestinian people also should be made aware that those who remain in the region of the Shomron (the inheritance of the House of Joseph), according to the prophet Obadiah, will be annihilated to the last man, woman and child. What I am saying Ms. Rice – and please hear this – is that the U.S. foreign policy in Israel being promulgated by your State Department will result in the deaths of more than 2 million Palestinians and untold Israelis unless this policy is modified. I’m sure you do not want that blood on your hands.
There is also no question that the Palestinians represent the House of Esau in the prophecy of Obadiah as they currently dwell in the very fields of the Shomron and the fields of Ephraim mentioned by Obadiah that would be inhabited by the House of Esau at the time the House of Jacob returns to its possessions. (The Jewish settlements are largely on the mountain-tops not in the fields and valleys).
The biblical road map, with the points described above and relevant maps are available at my website, “The Jerusalem Torah Voice in Exile,” www.torah-voice.org. I should add that I am in exile after having outlined this in detail to officials in Israel in 2000-01. For doing so, I was considered a threat to Israeli national security and imprisoned unjustly in violation of my rights as an American citizen, and was denied legal counsel and contact with the U.S. Consul for five days in violation of the treaty between the U.S. and Israel. When my release was ordered by then-Interior Minister Eli Y’shai, the Israeli Secret Police instead hobble chained me to a suspected Jordanian terrorist in a prison van and instead took me to a higher security lockup at Ma’asiyahu. My release was eventually secured and I was exonerated of all charges in an 18-hour marathon session between Eli Yishai and the Security Cabinet, but the concept was so new and startling that I had to agree to leave Israel – which I did voluntarily -- and not return until such time that the security apparatus in Israel no longer considered “the return of the House of Joseph as an alternative to a Palestinian state in Judea-Samaria” a threat to Israeli national security. I believe it should be the job of our State Department to promote this biblical alternative to a Palestinian State in Judea Samaria and promote the Palestinian State where the Bible hints it should be.
Before my father became ill and I was forced to move to another state to care for him, I contacted the White House with a King James Bible that had the relevant passages outlined. I never received a reply from the White House, however, it is possible that in the move to my Dad’s home, the reply may have been lost in the mail.
If that Bible is still around, I would strongly encourage you to obtain it and look at the passages that were marked up by some 150 Joes from 10 states, who attended the rally in Crawford, TX, in the summer of 2003 on short notice, supporting President Bush but opposing the Road Map on these biblical grounds. If it is not, I have condensed the information into one article on my website:
The 'Zechariah Plan': a biblical Palestinian state with contiguous borders
in Gaza, Ashqelon, Ashdod and Ekron and the adjoining Sh'felah
Since I am from the Cherokee nation, I have been invited to a Native gathering at the 400th anniversary of the settlement at Jamestown, VA., in late May. I am planning to visit Washington DC during the same trip to meet with as many congressional leaders as I can regarding this topic. I would very much like to visit with you or someone on your staff at that time if any of this interests you. I have only touched the surface on the spiritual concerns related to our U.S. foreign policy in Israel.
Since I did not get an acknowledgement of an earlier letter to President Bush, I would respectfully request that someone from your office acknowledge receipt of this communication and let me know if it may be possible to meet with someone from the Dept. of State during this trip.

ATTACHMENT: Excerpt from ArtScroll Ezekiel Commentary independently validating the idea of the separate “l’umim” of Jacob and Esau. A l’um (singular) describes a people united by their common beliefs, values and mindset and lifestyle. The Torah makes it clear that Jacob and Esau are forever separate l’umim. This means the only workable solution must be a contiguous Palestinian state and a contiguous Israeli state.
